Education Minister Julia Gillard will make the announcement to an Indigenous Leadership in Education Institute summit in Brisbane on Monday.

The government will provide $16.4 million to the institute's Stronger Smarter Learning Communities project helping school leaders improve educational outcomes for Indigenous students.

The Queensland University of Technology-based organisation is to be renamed the Stronger Smarter Institute.

Ms Gillard said she would also propose a new Indigenous education plan to a meeting of her state and territory education counterparts at the weekend.

Schools identified as underperforming through the government's National Assessment Program-Literacy and Numeracy tests will be forced to improve.
